The National Science Foundation (NSF) asked the National Academies of Sciences, Engineering, and Medicine to conduct a quadrennial review of the NSF Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, in accordance with a legislative mandate.
